2025 SNAP and Food Access Emergency Plan

Please read carefully as there are a number of options/programs that have been created to help folks access food in these unprecedented times. We apologize that the information can be a bit confusing, but know we are here to help!

Fill All Pantries Free Food Bins

Thanks to a successful community-sourced fundraiser, we were able to purchase $15,000 worth of local food to give out For Free at Fill Your Pantry. WIth this money, we were able to procure approximately 5,000lbs of locally grown vegetables, 500lbs of apples and pears, 250lbs of ground meat, 150+ loaves of bread, 80 packs of gluten free bread mix, and 150 jars of preserves. Unfortunately, there are limited supplies available, but if you would like to grab from the bins, you may take-

  1. As many fruits and vegetables as you need

  2. For singles and couples- one package of meat and one loaf of bread or gluten free bread mix

  3. For families- two packages of meat and two loaves of bread or gluten free bread mix

  4. A jar of preserves

When you arrive at the event, the Fill All Pantries bins will be located in the center of the market near the entrance (see the purple oval on the map to the right). There will be a sign that says “Fill All Pantries” and volunteers available to answer any questions.

SNAP, Double Up Food Bucks (DUFB), and Protein Perks (PP) options

If you have a SNAP/EBT card, you will need to visit the Bend Farmers Market at the entrance of the market (see the map above booth labeled “BFM/EBT”). The Bend Farmers Market will assist you in figuring out what options will work for you.

**Note- Double Up Food Bucks can only be used for fresh fruits and vegetables. Protein Perks may only be used for meat, fish, dairy, and eggs (animal proteins).

Possible SNAP/DUFB/PP Options (see flow chart to the left for help)

  1. If you have $0 left on your SNAP card, you are eligible to receive $20 in DUFB and $20 in PP

  2. If you have $1 left on your SNAP card, you are eligible to receive $100 in DUFB and $20 in PP

  3. If you have more than $1 left on your SNAP card, you may take out however much SNAP benefits you would like, plus you are eligible to receive $100 in DUFB and $20 in PP.

“Why if I have $0 in SNAP do I only receive $20 in DUFB, but if I have $1 in SNAP I can get $100?”

The answer is a bit complicated, so stick with me-

We receive DUFB grant money from a nonprofit called Farmers Market Fund (FMF). When FMF realized what was happening with SNAP benefits not being renewed in November they jumped into action. The FMF is legally bound to certain terms of giving out the grant money, and thus, we are also bound by those terms. In the past, the DUFB match has always been a 1:1 match, meaning that you received the same amount in DUFB benefits as you took out (up to a certain dollar amount). For example, if you took out $20 SNAP you could receive $20 in DUFB, $15 SNAP for $15 in DUFB, etc. The FMF was able to change the amount of the match to 1:100 for Fill Your Pantry due to emergency circumstances. But, they aren’t able to do 0:100. They were able to secure an emergency reserve and give out $20 for folks with $0. They are offering this all over the state, so they are trying to budget and give out as much DUFB to as many folks as possible. So, essentially, we are all working to give out as much funding as we can, but are still bound by some legal obligations of the grant.

“What if I have $0.80 on my SNAP card? Do I get $20 or $100 in DUFB?”

We have asked the FMF this question about anyone who has between $0 and $1 on their cards, and are awaiting their response. We will let you know as soon as we do.

Farm Direct Nutrition Program (FDNP) Vouchers

There has been no change to this program and you are welcome to use the vouchers with participating farmers! It is a great time to use up those vouchers, as they will expire on November 30th.

How to use SNAP/EBT, DUFB, FDNP, and Protein Perks

SNAP/EBT

SNAP recipients will visit the Bend Farmers Market booth at FYP to exchange EBT for wooden tokens that can be accepted by any FYP vendor (except Smith Rock Coffee Roasters, Knife Sharpening, and hot/prepared food items).

Double Up Food Bucks (DUFB)

To access DUFB, you must go to the Bend Farmers Market booth and withdraw SNAP benefits. We have been awarded a $100 match for the 2025 FYP event! DUFB can be used for any fresh fruits or vegetables (which includes herbs and mushrooms as well). A matching grant means that whatever amount of benefits you withdraw, you will get a match of DUFB benefits to use, up to $100. So, for example, if you withdraw…

  • $20, you will receive $40 in benefits- $20 of your EBT and $20 of DUFB

  • $100, you will receive $200 in benefits- $100 of EBT and $100 of DUFB

  • $150, you will receive $250 in benefits- $150 of EBT and $100 of DUFB (because the match only goes up to $100)

Protein Perks

To access Protein Perks, you must go to the Bend Farmers Market booth and withdraw SNAP benefits. We are able to offer a $20 match for the Protein Perks program this year! Protein Perks can be used for Meat, Fish, Cheese, and Eggs only.

Farm Direct Nutrition Program Vouchers (FDNP)

These vouchers can be used directly with the farmers. Farmers accepting FDNP Vouchers include: Boundless Farmstead, Canyon Moon Farm, Cultivate Farm, Deschutes Canyon Garlic, Farmer in Odell, Rainshadow Organics, Rooper Ranch, Sungrounded Farm, Upriver Organics, and Zajac Farm

Other Notes

To utilize all the food access program matching grant benefits, you would need to withdraw $120 in EBT. You would then receive $240 in benefits- $120 in EBT, $100 in DUFB, and $20 in Protein Perks. This is not mandatory or necessary. You may withdraw any amount of benefits best suits you.

If you have SNAP tokens, DUFB or Protein Perk cards left over from Farmers Market season, those may be used at FYP and must be used up at FYP as the 2025 cards will not be accepted at the market in 2026.

Unfortunately, at this time, we are NOT able to accept SNAP for pre-orders. As of this time, the online software programs and USDA programs we are aware of only allow direct sales (aka Farmer to Customer) and not intermediary sales (aka Farmer to FYP to Customer).
